The short answer

Are short-term rentals allowed in Avon?

Yes, in the right location. Avon permits short-term rentals (under 30 days) only for properties inside the Short-Term Rental Overlay (STRO) district or the Town Core, with a Town STR license. Outside the Town Core, full-unit licenses are capped at 15% of the units in each complex; inside the Town Core there is no cap. Deed-restricted community-housing units are excluded, and the Town tells every applicant to confirm HOA approval first.

Step one on the Town's own checklist is to verify that your HOA allows short-term rentals. Avon's condominium and townhome complexes each have their own declaration, and several limit or prohibit nightly rentals independently of the Town license. Mountain Star and Wildridge are single-family neighborhoods with their own covenants; Mountain Star lies inside the Town, so Avon's zoning map decides whether any STR use is permitted at all.

STR-Resident-Occupied (part of a full-time resident's primary home): $150, not capped. Front-desk / time-share managers: $250 plus $25 per bedroom. The 15% cap
Outside the Town Core, the number of STR-Full licenses for a Property (a multi-family development with its own subdivision plat) is 15% of its residential units, rounded up and never less than one (§5.04.050(g)). The Town publishes a monthly License Availability Report showing, for each complex, total units, active STR-Full licenses and licenses available. Source ↗
Management standards
A management contact who responds within 4 hours by phone or email and in person within 24 hours; smoke and CO alarms and extinguishers; maximum occupancy of two persons per bedroom or loft plus two; one legal off-street parking space per license; annual chimney cleaning; quiet hours 10 p.m.–8 a.m. communicated to guests; affirmed by annual affidavit (§5.04.050(d)). Advertising & renewal
License required before advertising; every ad must display "Avon STR License No. ____". Licenses renew annually through MuniRevs; a license not renewed within 30 days of expiration is terminated. Source ↗
Sale of the property
The code does not provide for transfer of an STR license on sale; a new owner applies in their own name and, outside the Town Core, is subject to license availability under the 15% cap. Confirm with the Town before relying on a seller's license. Source ↗
Taxes
The Town collects 10% of the price paid: 4% sales tax, 4% public accommodations tax and the 2% Community Housing Short-Term Rental Tax (voter-approved Nov. 2, 2021, effective Jan. 1, 2022; applies to cleaning and service fees too). Filed monthly by the 20th via MuniRevs; marketplaces such as Airbnb and Vrbo must collect all three. State 2.9%, Eagle County 1.5% and RTA 0.5% sales taxes also apply. Source ↗
